Abstract
This research is an attempt to recognize the way formal general educational approach faces moral training. The methodology in this study is qualitative using inductive content analysis, legal texts, and 14 expert interviews. The interviewees were smartly selected and stratified form among official masters. The analysis of the findings revealed that the approach of moral education is what of religious virtues and in curriculum parameter is integration or meta-curriculum which shows confusion; that is, the current situation of moral education is "confused meta-curriculum moral education". It is suggested that a meta-curriculum moral education be compiled and legislated for the sensitive period of elementary school.
