The aim of this study is achieving a developmental theory of morality congruent with thinking and philosophical basics which can cover all the effective parameters of morality and rank the moral development. the methodology used in the study is descriptive- analytic. The findings revealed that moral development has five parameters which consisted of four basic parameters of personal (knowledge, emotions, faith, and moral habits) a background parameters (healthy society and moral patterns) and the development of all these parameters is a necessary condition for the maturity and development of morality. Then, the trilateral levels of development ( levels of humane morality, levels of normal religious morality, levels of mystic religious morality) are elucidated and explained. Eventually, based on the findings some suggested for improvement of moral education programs.
