The primary purpose of this paper is to explain the challenges existing in the current goal setting for religious education by introducing a new method based on the Hadiths representing the best of Muslims. So first we describe the gap between the ultimate goals and lower-level goals, the passive role of the goals, the risk of eclecticism and ambiguity in a combination of religious thought and the requirements of the contemporary approaches. Second, we identify, analyze and formulate Hadiths containing the best Muslims with two types of structures: general supreme characteristics, and general supreme features with a reference to goals setting. At the final section of this paper, to resolve the challenges in goal setting for religious education, we have investigated the alternative approach, a posterior division, modification with two criteria, the timelessness of supreme adjective, semantic pluralism and the unification of evidence, as well as clustering of the audiences.
